If the vessel is fitted with an EGCS, have electrical power requirements been assessed by Class?

The electrical load balance with the EGCS in operation should be assessed by Class during the design and approval process.

Are EGCS critical spares carried aboard the vessel?

For vessels fitted with an EGCS, critical spares must be identified, supplied and described in the PMS.

Does the DOC Company have a bunker procurement policy and procedure?

The DOC Company should have a policy and procedure for the supply of bunkers to the vessel (by the DOC Company or Charterer) compatible with the compliant solution (3.5% LSFO, 0.5% VLSFO, Distillate Fuel). The procedure should state the ISO Standard compatible with the compliant solution.

Does the DOC Company have a procedure for reporting non-compliant bunkers?

The DOC Company should have an SMS procedure for the reporting the supply of non-compliant bunkers or bunkers which do not meet the required ISO specification.

Has the DOC Company developed emergency plans?

The DOC Company should have emergency plans incorporating equipment failure of the EGCS, Main Engine and Auxiliary Engines due to incompatible or off-specification bunker fuel.

Does the DOC Company subscribe to a bunker fuel testing programme?

The DOC Company should provide bunker testing procedures (sample bottles, sampling procedures, pre-paid sample courier packs). The results of bunker sample testing with recommendations should be filed aboard the vessel.

Does the DOC Company have procedures for managing bunker consumption?

The DOC Company should provide SMS guidance for segregating bunker fuels when loaded. Bunker fuels should not be consumed until test results are received on board. Performance tests should be carried out on the Main Engine and Auxiliary Engines after the introduction of new bunker fuel.

Does the DOC Company have a ship-specific Management of Change process for introduction of the IMO 2020 requirements?

The DOC Company should have a formal management of change plan for transition to either very low sulphur bunker fuel or EGCS. The MOC plan should include Risk Assessments and an IMO-recommended Ship Implementation Plan.

Does the Ship Implementation Plan address the following minimum requirements?

The DOC Company should provide guidance to the Crew that specifically addresses each of the following;

  1. Tank preparation which includes cleaning methodology
  2. Storage and segregation
  3. Co-mingling and compatibility
  4. Stability
  5. Viscosity
  6. Catalytic fines
  7. Sulphur content
  8. Flash point
  9. Cold flow properties
